Staff identities

Note: Staff identities are created by invitation only

There is no public staff sign-up, and no customer role or email domain can produce a staff identity. A person who is also a customer keeps two separate authenticated contexts; their privileges are never combined.
The server decides what a term matches; a term that matches nothing is reported as no matches, not as an empty list.
