Assigning an account or a case changes what an existing group assignment can reach. It adds no permission, and the server refuses a target outside your delegated team scope or a change to your own staff-group authority.

Assign or remove a scope
You cannot target yourself: a manager cannot assign an account to their own scope.
From that identity's access page. If the record has moved on, the preview is refused rather than applied to a different state.
