Data issue queue

Note: This queue can be read and not worked

Every row here is somebody’s report that a fact in the canonical data is wrong — filed from a record screen by a customer, or raised by staff. Reading them is what this build supports.

Triage is not registered in this deployment. Moving an issue to triaged, assigning an owner, handing it upstream and closing it against a correction are staffDataIssueUpdate and staffDataIssueSubmit, and until they exist there is no control on these rows. A report is never a correction either way: the canonical data is untouched by anything on this screen, and a fix is a new source version that a resolution points at.

Matches the record an issue names and the text of the report. A full issue or organization id matches exactly.
