What each serving scope is answering from right now, how fresh it is, and whether a data-mode change has fenced it.

Note: Fenced beats fresh

A manifest built under an earlier data-mode epoch is fenced: it is still stored and it is no longer allowed to answer. A recent timestamp on a fenced scope does not mean that scope is serving.
